About the Event
The Joint Commission to Oversee the Transition of the Commonwealth into a Cannabis Retail Market will meet on Monday, September 21, at 3:00 p.m. in Senate Room C on the third floor of the Virginia General Assembly Building.
This meeting comes at a critical point in Virginia’s transition toward a regulated adult-use cannabis marketplace. Under legislation enacted during the 2026 General Assembly session, licensed adult-use retail marijuana sales are scheduled to begin July 1, 2027, with the Virginia Cannabis Control Authority responsible for developing the regulations, licensing structure, enforcement framework, and other rules necessary to launch the new market.
September is particularly important because the CCA’s current implementation schedule calls for draft retail cannabis regulations to be released during September 2026. Public-health review is scheduled to begin in October, regulations are expected to be finalized in December and become effective in January 2027.
